Mr Downey, 34, of Milton Keynes, died in the Edgware Road blast.
His family issued a statement on Friday which read: "Jon was the youngest of a family of five, who spent a happy and fulfilled childhood in Corby, Northamptonshire.
"He was a kind, caring, considerate and supportive son, husband and friend.
"His career was developing successfully as HR Systems Development Officer with the Royal Borough of Kensington and Chelsea.
"He will be sorely missed by his wife, family and many friends."

To all those concearned,
I have 4 children although young and I would feel devastated if they had been in the total carnage of what happened to your son and I wouldn't have known what to do or think. I lost a child long ago although very young but I still have so much deep regret and total sypathy for youselfes I send my absolute grievences out to you and after losing a child myself hope that you can take a little comfort in knowing that I totally understand how you feel!
